UPDATE Return-to-Office Department of Social Services

The Department of Social Services (CDSS) has confirmed that Executive Order N-22-25(Return-to-Office) will not be implemented on July 1, 2026, and no implementation date has been set at this time. This is specific to Licensing Program Analyst, Adoption Specialist, Child Nutrition Consultant and Social Service Consultants.

AFSCME has been working behind the scenes to obtain clear information from the Department on how this order will affect its members. We have yet to receive answers to questions submitted or completed the meet-and-confer regarding the order.

CDSS also stated that it remains obligated to meet-and-confer with AFSCME over the impacts of implementation before affected telework agreements or schedules are changed. Once CDSS identifies a future implementation date, impacted employees should receive notice if revisions to telework agreements or schedules are needed, and AFSCME shall be notified so the meet-and-confer process can take place.

Importantly, CDSS has stated that it does not intend to require telework agreement revisions.

Bottom line: No immediate telework changes are scheduled for July 1, and AFSCME will continue to monitor the process and enforce members’ rights.
